Being scattered

1 Saul was consenting to his death. A great persecution arose against the assembly which was in Jerusalem in that day. They were all scattered abroad throughout the regions of Judea and Samaria, except for the apostles.
I wondered for a long time, if the people were doing God's will, why was there such a persecution against them. This was in the days when I thought Christians did not get persecuted (boy was I messed up). But the thought still bothered me. These people were doing good and there was persecution.
One thing that I did not notice was several chapters before. As Jesus leaves what does he tell the disciples to do? Can't remember? How about:
Acts 1:8 WEB
8 But you will receive power when the Holy Spirit has come upon you. You will be witnesses to me in Jerusalem, in all Judea and Samaria, and to the uttermost parts of the earth.”"
When they did not go out into the uttermost parts of the earth, they were compelled to go.
